YTD non-rebatable transactions are displayed in Executive Dashboard's Compliance section.
Executive Dashboard Compliance section
A transaction is deemed as YTD non-rebatable if it meets all of the following criteria:

It has occurred in the current calendar year.

It is not a qualifying transaction of at least one active program line in your channel, i.e. it does not satisfy the selection rules of a program line.

All dimension items used in the transaction line have the Counts towards Organization transactions checkbox set within the channel's dimension data.
