Preserve phase spending means that the individual phase spending values will always remain constant (unless manually edited). This means that if a single phase spending value is edited, all other phase spending values will remain constant but the total spend will change, so that the total spend still equals the sum of all phase spend values.
When using this setting, the total spend cannot be changed; this would require a change in phase spending, which is instead preserved.
